Senior Network Construction Engineer

Responsibilities include:
  • Identify stop factors in network site search, construction, and modernization processes, develop and implement methods to eliminate them.
  • Organize the acceptance of completed contractor work and ensure compliance with project and acceptance documentation.
  • Monitor the status of site search, construction, and modernization, update company information resources regularly with current status and planned dates for incomplete work stages.
  • Check completeness and quality of project and execution documentation, upload copies to company information resources, and submit originals to the operations department.
  • Conduct preliminary analysis and prepare conclusions on necessary decisions for conflict situations between contractors and landlords/company services.
  • Initiate penalties against contractors for unjustified violations of procedures, work schedules, and company requirements.
  • Monitor contractor compliance with procedures and internal regulations of "MTS" LLC.
  • Determine the scope of work, arrange timely orders with contractors for design, survey, and construction work.
  • Develop a schedule for site search, construction, and modernization, and ensure its execution within their area of responsibility.
  • Organize land allocation processes up to the signing of a long-term lease or purchase agreement.
  • Engage with residents and landlords for equipment placement, resolve conflicts before the completion of construction and modernization.
  • Assess risks and provide management with recommendations on the feasibility of starting construction and modernization in cases of incomplete documentation and project compliance.
  • Make preliminary decisions on the suitability of selected candidates based on planning and financial services requirements and coordinate with technical and financial directorates.
  • Verify the accuracy of the "no candidates" status, develop methods and technical solutions for site search and rental, and conduct selective inspections.
  • Conduct meetings with local authorities, landlords, and energy companies regarding site construction and modernization agreements.
  • Post lease agreements in the information systems of "MTS" LLC, monitor their timely approval and signing, justify the necessity of nonstandard contract conditions if needed.
  • Request commercial offers for work/materials not covered by framework agreements with contractors, select optimal suppliers, and place orders.
  • Initiate order cancellations and transfer to other contractors for sites not completed within the set deadlines.
Required qualifications include:
  • At least 1 year in telecommunications.
  • At least 3 years of experience in similar roles.
